Why basmati is a regulated export
Basmati is a Geographical Indication (GI)-protected rice grown only in specific districts of seven Indian states — Punjab, Haryana, Himachal Pradesh, Delhi, Uttarakhand, western Uttar Pradesh, and parts of Jammu & Kashmir. Because genuine basmati commands a large price premium over ordinary long-grain rice, the export chain is regulated to prevent mislabelling and adulteration.
That regulation is run by APEDA (Agricultural and Processed Food Products Export Development Authority). APEDA controls who can export basmati, against what documentation, and operates a DNA-based testing regime to certify shipments are genuine GI basmati before they leave India.
Step 1 — APEDA registration
An exporter first needs an APEDA registration (Form ANF-2A) under the APEDA Act. This requires an IEC (Importer Exporter Code) from DGFT, a PAN, GST registration, a bank certificate, and the registration fee. APEDA issues a Registration Cum Membership Certificate (RCMC) that is mandatory for any basmati export.
The RCMC is renewed annually. It is also the basis on which exporters access benefits under the Merchandise Exports from India Scheme (MEIS)/related export incentive frameworks, where applicable. Without a valid RCMC, an export shipment cannot file for the mandatory APEDA NOC.
Step 2 — The RCPC cycle (this is the heart of it)
Every basmati export consignment flows through APEDA's Rice Export Promotion Council / online RCPC (Registration of Contract and Permission to Export) system. The exporter registers the export contract with APEDA, specifying buyer, destination, quantity, grade, and price, and then files for permission to ship.
APEDA samples the consignment, sends samples to an APEDA-notified DNA testing lab, and issues an NOC only after DNA-based varietal authentication confirms genuine basmati. This is the gate that protects the GI. Without the RCPC NOC, customs will not clear the consignment.
For a procurement/export manager the practical implication: build the RCPC lead time into your shipment schedule. DNA testing and NOC issuance typically take several working days; peak-season congestion at notified labs can extend this.
Step 3 — Grade, specification, and packing
Basmati exports are graded — commonly 1121, Pusa 1509, Pusa 1401, Traditional, and Super — each with characteristic grain length, elongation on cooking, aroma, and broken-grain tolerance. The contracted specification (max broken %, average grain length, moisture, foreign matter, kett test) drives both price and buyer acceptance.
Packing is normally in PP/jute bags or consumer packs (5kg, 10kg, 25kg) depending on the buyer market. Middle East bulk buyers often take 25kg/50kg; European retail chains take branded consumer packs. Packing must comply with destination phytosanitary and food-contact rules.
Step 4 — The export documentation set
A clean basmati export typically carries: commercial invoice, packing list, bill of lading / airway bill, certificate of origin (APEDA-issued), phytosanitary certificate from the Plant Quarantine authority, APEDA RCPC NOC and DNA test report, FSSAI manufacturer/exporter licence, and any destination-specific documents (e.g. GCC SFDA conformity, EU pesticide residue reports).
The single most common delay in basmati export is incomplete pesticide-residue testing against the destination's MRL (Maximum Residue Limit) list. EU and US buyers are the strictest; a single out-of-spec residue reading can hold a container.

Step 5 — Incoterms, payment, and risk
Basmati export contracts use FOB, CFR, or CIF most commonly. Large Middle East and African buyers often trade CFR or CIF with port delivery; European retail buyers more often FOB from Indian ports. Payment is typically Letter of Credit or advance TT for established relationships; new buyers may require L/C with confirmed terms.
Price-risk in basmati is real: mandi procurement price (Haryana and Punjab mandis set the reference for paddy/basmati paddy) plus milling yield drives export cost.
